Sir, —With reference to the letters appearing at different times in your columns over the nama of .J. B. Hobart, I should bo pleased to loam under what Act are foreign banks prohibited from starting business in New Zealand. After careful .search of the 'Statutes, I fail, to find whoro any legislation has been passed proveriting_ the openin" of now banks in the Dominion. 'I am, 6t0 :'";-.' E.P.
