The Duke of Westminster, in a letter to the "Daily Mail," referring to the Budget, says: "I would not grudge the heavy tax imposed on my income by the Budget, if a definito assurance regarding the security of the country by sea and land were forthcoming." ,' Lord Avebury, in a letter published in the "Daily Mail," declares that the general opinion in the city is that the Budget proposals are unsound and unjust. Doubtless they will firstly fall with extreme severity upon the rich, • but they will tend to lowor' wages, and to drive capital abroad, so before long the poor willbe the greatest sufferers. • ■ .■ '.
