The Finance Committee's substitute for . the maximum • and minimum provisions of , the Payne Tariff Bill has been reported in i the Senate. It provides for the applies ■ on April 1, 1910—against any country discriminating against United States products —of the maximum tariff, consisting of an additional 25 per cent, ad valorem on all rates. Tho committee also recommended that in the cases of to. which tho maximum rates are applicable, a duty shall bo ' charged of ten cents per 1b.,0n tea, and cents on coffee. . .".,-■."'. ■■ The President may, in the ovent of there being no discrimination,' grant minimum rates to the whole of a foreign country, or may exclude its dependencies or colonies. Thus, according to the newspapers, the maximum may become applicable against any foreign country or colony which adopts and enforces tariff legislation!
