A.- That, viewing our much increased indebtedness (upwards'of JE780.000 having been bor- ' • rowed in four years recently), we should mako , provision for meeting such of those , loans as. have been arranged without a sinking fund. That, in view of the heavy burdens which , the ratepayers have to bear, we should, if • possible, proteot them from all increase of rates, romemboring that a policy which retards the ratepayer is a policy which harms the City, however great and magnificent our newly-erected works may be. , In conclusion, ladies and gentlemen, and in asking you to support me, I would call to your attention'the fact that lam not unacquainted with Municipal work. I am, at the present'time, a member of the Onslow Borough Council, and I have always taken a deep interest in the City's affairs. As tho health of the people is of paramount importance, the demands of the outlying districts for water and drainage should, I think, bo a matter of urgency. I shall support tho present Recreation Ground? being finished and made available as booh as possible.
