Dealing with tho city finances, ho said that when he advocated careful watching of expenditure he did not!mean that there should be retrenchment and reduction of salaries, but they would have ■to" I 'do without such ' things as wood-blocking for the streets, which could well wait for prosperous time. The worst of tho: financial depression, he considered,/ was'now : over, and if thoy spent what money they could' this yoar to tido them over the .winter, things would be all right. As the only candidate who had served in the Council during, the past 25 years, Mr. Fisher he was qualified and capable of •handling the affairs of the city, and; if be able to carry out administrative reforms .that would be of pormanent benefit to the city.. In introducing the candidate, tho chairman stated it to bo his belief that Eoseneath would heartily support Mr. Wilford. The candidate, in-tho course of his address, dealt exhaustively with tho financial operations of tho City Council inferring to the difficulties of Northland and Kelburne with regard to-their relations with Karon, Mr. Wilford contended that the incoming .councd.. should tako the necessary steps by which an allocation of proportional obligations should be clearly defined • the experience of the Hutt County Council with respect to the borough of Eastbourne, a separated part of its district, pointed tho way to a simple solution of tho Northland-Kelburne-Karon troublo, and he undertook that, in tho ovent of his election to the mayoral chair, »ho would further the interests of Northland and Kelburne in that direction. Mr. Wilford also referred to the gas troublo experienced m the Eoseneath streets, and touched upon the drainage and water supply questions affecting that portion of the city, explaining the pressure powor, available. Ho further stated, after analysing tho tramway returns, that he had been represented as stating that it elected, tho Island Bay tram fares would ,00 reduced to a basis. To'that statement he gave, an emphatic denial. At the conclusion of the meeting a vote of thanks and confidence was, on the motion of Mr. Monaghan, seconded by Mr. Duncan, accorded the candidate. v MR. BOLTON AT WILLIS STREET SCHOOL.

Mr. F. G. Bolton continued his mayoral campaign with an address at Willis Street bchool las? night. •Eeforring to tho tramways depreciation fund, he said that he had been stated to havo misrepresented the figures ui regard to the depreciation and sinking fund allowanco on the tramways in the City of Glasgow, but ho quoted from an authority ,to show their correctness. If thoy in Wellington .were to write off an amount sufficient to place ■ them on a level, with Glasgow they would. find that 'instead of showing a profit of about £5000 thoy would have a debit balanco of quite £15,000. The way to remedy this and also to improve the business of tho electric lighting department was to place tho-departments under an expert 'business managor. He had secured figures .from Auckland in regard to tramways concessions in that city. There tho public wero offered an inducement to buy cards of tickets, and whon pcoplo had tickets thoy generally used tho trams more than whon thoy had to pay cash. It was a question' if''tho "'Auckland' Tramways Company, which was vtiry prosperous, could grant such concessions to encourage tho uso V>f the trams, why could not tho Wellington Corporation do tho Bamo? If elected ho ■would ■bring' the matter under the notico of the tramways ospeft. After outlining his schomo for tho establishment of municipal markets at Haining. Street, tho candidate said "that Mr. Fisher had, in criticism'of his scheme, stated that the market reserve on which the Boyal Oak Hotel now stood should be used. Ho.thought Mr. Fisher's proposition was ridiculous. Tho 'section in question, which was held on, a long lease, was one of the most valuablo in tho city, and ' if they wished to place a municipal market there they would loso tho enormous sum I whith thoy received in rental from the lossces.' Tho Boyal Oak frontage was worth from £200 to £250 a foot, while the site he, suggested was only worth £7 or £8 a foot. At tho conclusion of his address, Mr. Bolton received a hearty vote of thanks and confidence.

ACTION BY ATHLETIC BODIES. Acting under instructions from'tho whole of the associated athletic bodies, Mr. Vance has,'submitted two questions to all the candidates for ;■ oouncillorshipa, with a request that a reply be mad© on or before to-day. In reference to the Hutt/ Park, as a member of tho City Council and as a ratepayer, I consider that wo should complete our own city recreation grounds, so that wo can reap • the benefit of the big outlay on them, through our tramway system, instead of anoreasing the return.
