The Houso of Commons, in committee on tho Indian Councils Bill, reinserted power to constitute provincial e'xecutivo Councils (which power had been struck out by the Houso of Lords at tho jsstanco of Lord Curzon and other opponents of tho Government's decentralisation policy).
