DISTRIBUTION OF DECREASES. • OLD MASTERS. (DT TELKGRAPK-rKESS ASSOCIATION—COrTRIGHT.) , (Rcc. April 13, 9.32 p.m.) New York, April 13. Six hundred changes were made in tho Payno Tariff Bill before it was sent to the Senate, tho general purpose being to mako slight reductions in- many articles instead of heavy cuts in a fow goods. Tho fact that paintings and sculptures are admitted free will lead to tho importation of many old Masters now kept in Europe, including much of Mr. J. Pierpont Morgan's collection.
