The United States Houso of P.epresentAtivos passed the Payne Tariff Bill by 217 votes to 161. Tho Bill includes a clause relating to preference to Britain and her colonies. ,A paragraph providing for retaliation for the British Patents Act has been omitted. Petroleum, tea, and coffee are placed on tho freo list.
