Montenegro lias accepted' the promised abrogation of the provisions of the Treaty of Berlin restricting her sovereignty. Baron Aohrenthal, Austro-Hungarian Foreign Minister, regards this declaration as the resumption of neighbourly relations between Austria-Hungary and Montenegro, Ifc has been arranged that AustriaHungary shall retain the Adriatic port Spizza, which it was proposed to cede to Montenegro.
