Isvolsky, Russian Minister of Foreign Affairs, urges tho repeal of tho provisions of tho Treaty of Berlin which restrict Montenegro's sovereign rights. A NATION WITHOUT WARSHIPS OR A FLAG. Russia, in pressing the rights of Montenegro, is apparently bent on providing some real work for tho projected conference, and at the same time on exercising the diplomacy of AustriaHungary, under whose tutelage Montenegro was left by tho Treaty of Berlin. Montenegro is, under the Treaty, flnglcss and warshiplcss, nnd her maritime police work is done by AustriaHungary. The Treaty declared Montenegro free, but Article XXIX provided that Antivari and its seaboard be annexed to Montenegro under the following conditions:— Montenegro shall have full and complete freedom of navigation on the Boyana. No fortifications shall be constructed on- ttio courso of that river, except such as may be necessary for the local defenco of the stronghold of Scutari. Montenegro shall have neither ships of war nor a flag of war. The port of Anfivari and all the waters, of Montenegro shall remain closed to the ships of war of all nations The administration of the maritime and sanitary police, both at Ar.tivari and along the coast of Montenegro, shall be carried out by Austria-Hungary by. means of light coastguard boats.
