CAREERS OF OFFICERS.
Mr. Charles Alfred St. Georgo Hickson, Commissioner of Stamps, will not bo 65 years old till August. He is evidently being superannuated, liko Mr. von Dadelszen, ' Mr. Evatt, and other officers,' under a provision of tho Act which allows tlio Government to retire officers at tho ago of GO, if it so desires. Mr. Hickson was born at sea, in tlio Irish Channel, in 1814, arrived in Auckland with his parents in 1848, educated privately, and at Wesleyan College, Auckland, and entered tlio Government Service in 1865 as clerk and interpreter lo tlio Civil Commission, Bay of Plenty. Ho was afterwards clerk in tlio Stamp and Depds Department, Napier, 1867, transferred to Wellington 1869, Deputy Commissioner of Stamps 1885, Secretary for Stamps, 1890, Secretary for Land and Deeds nwl Registrar of Joint Stock Companies 1890, and Commissioner of Stamps 1900. It is expected that his Department will bo amalgamated with thsit of Land and Deeds under Mr. 35. Bamford. Mr. Hiekson's retirement is understood to date from tho end of tho month, with thrco months' lc-avo of absence. Lieutenant-Colonel Lambert William Loveday was born at Darjelliug, in 1815, educated in England, and arrived in New Zealand in 18C3. He was successively instructor 3rd Wnikato Militia, clerk to Warden's Court, Thames (1567), and in commercial offices; chief clerk and accountant Lunacy Department, 1576; secretary Hospital and Charitable Aid Board, 1876-1900; a _ founder of Wellington Guards, 1875; major Wellington Rillos (resigned); captain Hcretaunga M.K.; major, 1891; V.D.; licutcnant-colonel, 1904; commanding Public School Cadets. Mr. Edward John von Dadelsswn, tho retiring Registrar-General, is not yet Gi. j-Jo was horn at Liverpool, in 1845; educated at Oxford; accompanied Mr. (afterwards Sir John) Gorst to Auckland in 1859; was emplovcd by Bishop Sohvvn in printing for Melaiiosian Mission; also printer and publisher for Sir John Gorst in distribution of literature amongst Maoris; wont through tho exciting incidents associated with Native troubles of those times; clerk in Auckland lV.st Office; joined RegistrarGeneral's Department; chief clerk 1830; Deputy Registrar-General 1881; and Regis-trar-General 1892. Lieutenant-Colonel William Holdcn Webb, secretary of tho Council of Defence, was horn in Ksschdon, Herts (England), in 1813, Ho obtained his first commission as Ensign in 18C1, and joined tho 3rd Bombay European Regiment, H.K.1.C., at Kurracliee. After reaching tlio rank of Adjutant, he came to New Zealand in 1878, and served as District Adjutant in tho districts of Nelson, Marlborough, and Westland from ISBO till 1891, when lie was promoted to the command of tho Ot-ago District with tho rank of Lieutenant-Colonel. In 1901 ho was transferred to the command of tlifl Canterbury District, being promoted lo Brovot-Colonol N.Z.M. in 1902. In 1903 ho was transferred to tho command oi the Wellington District, and latci in tho same year ho was appointed president of the Central Board of Militirv Examination. Ho was gazetted Acting Commandant of N.Z. Forcos from September 22, 1906, in. succession to Major-General LBabuigtoiv_ and _in Docombor, 1906, was
