Tlio Irish Land Purchase Bill, introduced hy tlio Secretary for Ireland, Mr. Birrell, was road a second time- in tho House of Commons. Mr. Geo. Wyndham (who, when Unionist Secretary for Ireland, passed tho 1903 Act which initiated the present system of land purchase, tho finance of which has hroken down) severely criticised tho Bill, particularly the clauses providing for paying landlords in stock, instead of in cash. The Bill was similarly criticised hy Sir Edward Carfon (formerly Unionist Solicitor-General, noted for his conduct of prosecutions during times of Irish unrest). [In introducing the Bill last year Mr. Birrell said it -was proposed to offer landlords having pending agreements the option of taking their purchase money fii stock, at the market prico of the day, subject to a minimum price of 92, or partly in stock and partly ia cash. In regard to future transactions, tho Bill gave power to issue a new stock at 3 per cent., and to increase the tenants' annuity accordingly.]
