In the House of Commons, the Secretary for Ireland (Mr. Birrell) moved the second reading of the Irish Purchase Bill, which Aims at rehabilitating the fiuanco of tho Irish laud purchaso schemo by tho issuo of a now 3 per cent, stock, and which gives certain powers of compulsory resumption, particularly ill the case of grass lands. Tho Bill is approximately tho same as that whioh was introduced by Mr. Birrell last November.
