In the House of Commons the Leader of the Opposition, Mr. Balfour, gave notice to movo a motion of censure on tho Government on tho ground that the immediate provision of battleships of tho newest typo as proposed by the Government is insufficient to secure the safety of tho Empire. The Cabinet held a meeting last night lasting two hours and a half, and considered developments in connection with tho naval situation. Several newspapers regret Mr. Balfour's consuro motion. They consider that it will drag the question into the arena of political strife, but such a courso was deemed inevitable. Many political meetings held in the provinces demand tho immediate construction of Dreadnoughts only if Germany accclorates her building.
