LORD DUDLEY'S CONVICTION.

At a banquet held in this city last evening, in honour of St. Patrick's Day, a speech was delivered by the Earl of Dudley, Governor-General of Australia (who was chairman of the Commission which roported last year on Congestion in Ireland, advocat-. ing, inter alia, powers of compulsory re r sumption).
His Excellency made reference to his term of office as Lord-Lieutenant of Ireland—from 1002 to 1905—and said ho was convinced that
tho great majority of tho peoplo in Ireland were at k-art as loyal as any other people in tho King's dominions.
