Servia's circular Note unreservedly places her causo in the hands of tho Powers. A comrnuniquo from Belgrade shows that Servia's acquiescence in Russia's peaceful counsels has aroused a bitter feeling. Many of the Servian public are asking whether tho Government could not long since have foreseen tho result.
