NAVAL LIMITATION.
CARNEGIE'S IDEA. AN ANGLO-AMERICAN COMPACT.' - (lit TELEUIurn-riIESS ASSOCIATION-CorVHIGIIT.) London, March 10. Mr. ; Andrew Carnegie, as President of the Peace Society, proposes that Great Britain and tho United States should unite for Iho purpose of limiting naval expansion, Greiit Britain to agree to protect the American coast in tho Pacific, and Hawaii and the Philippines, the United States to defend British possessions in tho Atlantic. Ho-suggests that the agreement to that effect should be for five years.
