M. C. Allan.—You are in tie wrong. Both umpires can "call" for throwing or jerking. Rufo 10 reads: "The ball must be_ bowled, if thrown or jerked either impiro shall call 'No-ball.'" Rule 48 reads: "If either umpire be not satisfied of the absolute fairness of the delivery of any ball te shall call ' Noball.'" "Retired Hurt" is correct.
