A discursive debato occurred in tho House of Commons on tho Army Estimates. Tho debate was adjourned. The Secretary for War, Mr. Haldane, in reply to criticisms by Labour members, declared that tho Allianco Assurance Company was as'fully entitled not to employ in future any clcrk not belonging to the Terri-" torial l'orce, as it was entitled to reject trade unionists or non-abstainers. Recruiting had been so satisfactory that thero was no need for other employers to follow tho Alliance Company's example. Dr. Rutherford (Liberal) moved an amendment to reduce tho Regulars by 10,000. This was supported by soveraf Ministerialists. Mr. Haldano described the amendment as a proposal calculated to throw tho whole of the military arrangements into chaos. He admitted, in reply to Mr. Wyndham (Unionist), that the AY a r Office was now ready with vital statistics and a plan, in tho event of conscription being needed.
