Correspondence relating to Mr. Haldano's Imperial Genoral Staff scheme lias been, submitted to Parliament. It is understood that tho principal document is a letter in which Sir F. W. Borden, Minister for Militia, recommends his colleagues' acceptance of the scheme on condition that tho Canadian Section of tho General Staff is always under Canada's solo control, and that all communications between the Chief of the Section and the Chief of tho Imperial Staff, except those dealing with matters of routine, must first be submitted to the Canadian Minister for Militia.
