CONGO TRADE RIGHTS.

Replying to a deputation of conimorsiol men, who urged tho Government to insist on tho restoration to tho Congo State natives of freedom to trado, Sir Edward Grey (Secretary for Foreign Affairs) emphasised tho fact that Britain, as tho aggrieved party, expects Belgium to fulfil, the treaty rights upon the faith of which the Congo Stato was originally recognised. .
[It was stated recently that the Belgian Government has promised to entertain favourably a proposal to refer to arbitration tho interpretation of- tho treaties binding the commercial relations of tho Congo Free Stato with the rest of the world.]
