Lord Sclborne, High Commissioner of South Africa, reviewed 20,000 Basuto horsemen at Maseru, tlio capital of Basutoland. In the course of an address, tho High Commisionor said it would bo impossible for Basutoland to ultimately remain outsido tho South African Union, but tho chango would securo their country and would maintain their national council.
