Mr. Asquith said tho Government was eonsiftoring tho matter of' tho unemployment fund. There was a difficulty with regard to'making grants to trade unions lest tho contributions should bo used for militant purposes. Mr. Asquith refused to grant a minimum wage of 3Ss. a week to Government clerks.
