' Having now inspected the prisons in,the four, : principal:centres,- the Minister is busily 'engaged in devising a' scheme of classification of prisoners, which he intends-to havo thoroughly criticised by experts, and afterwards submitted .to Cabinet. Ho is also devoting further attention to the prison systems oT England and America, and making himself more fully ' acquainted with the historical and ■ theoretical literature of the subject.
