Caillanx) refuses to agree to tho naval credits of the Ministor for Marino (M. Picard). It is proposed to expend a million francs. M. Caillanx allc£cs that tho scheme contains tho germ of a new programme, which the Treasury cannot finance. He also alleges that tho naval accounts are faulty.
