The Now York "Herald" statee that a Bill has been introduced in tbo Cuban House of Representatives, prohibiting foreigners from owning property on tho island. Jt also provides that transactions in progress bo suspended. Americans have £30,000,000 invested, and much British capital is invested in railways.
