The "Daily Express" states that tho Lords of the Admiralty informed the Cabinet that unless their programme is accepted thoy Willi resign in a body. Lord Morley (Secretary for India) and Mr. John Burns (President of the Local Government Board) then withdrew their opposition, but the Chancellor of the Exchequer (Mr. Lloyd-George) and tho President of the Board of Trade (Mr. Churchill) continue'to opposo the Admiralty's proposals \ /
