Transporter had, arrived in Japan with her precious freight of three submarines which had been built ■ for : the Japanese Government- by Messrs. Tickers, Maxim, and Co. • It will be remembered that'these delicate, though deadly instruments of:warfare we're got into the hold of the Transporter ..by .sinking the latter in dock and floating tho:submarines into her. The steamer was insured for the voyage on a valuation of £25,000; .and the submarines wore covered for. between £40,000 and; £50,000 each.

A Glasgow paper, which, ventures into the realms of prophecy, declares; that the 1908 total output of tonnage will amount to about 400,000 tons. Messrs. Oaird and' Co., Greenock, head tho list with 16,723 tone launched, while, on the other hand, the London and' Glasgow Shipbuilding, and Engineering Company, Limited, have launched no vessels at. all, though thoy havo one of the new Orient liners on hand. ■ : • ■•i- : ' , ■ MARINE INSDRANOES; It looks very much'ae if Lloyd's underwriters were going to> drop the old steamers like hot potatoes, and considering how the cost of many of their insurances have been working out, as well as those in the Mutual Associations, it is not to bo wondered at, says "Fair Play." The 1906-7 .policy was considered exceptionally heavy when two or three of the "Premium Basis" Clubs exceeded 100 per cent, on their initial premiums, and tho best ones showed a .serious increase, while.some of the "Tonnage Basis" Clubs were correspondingly heavy. The average cost of the "Premium Basis" Clubs on the 1907-8 policy cannot bo stated at less than 90 per cent, above tnelr initial premiums, and on the two policies the total loss cost has not been neavy, or littlo above normal. The increase is principally on the so-called particular average, which means very largely upkeep of the old boats. Of the total losses last month 3 sailing ships, of 3802 tons, and 2 of 3142 tons,' or a total of 5 vessels, of 6944 tons, were British, and 14 ; sailers, of 14,063 tons, arid 16 steamers, of 22,857 tons, or a total of 30 vessels," of 36,920 tone, wero foreign. On arrival 188 tons, part of the plaintiffs' 404 tons, were middelivered to the consignee .of another parcel, and the plaintiffs claimed £20 damage suffered. The shipowners denied any breach of. contract, and alleged that the cargo was so shipped that they had no means of distinguishing the various parcels. Judge Lumley Smith, in giving, judgment for the plaintiffs, said:—"The bills of lading merely state 'oats,' and when the first bill of lading was presented the oats comprised'i in it were not designated by' description, nor' ear-marked by' the locality or by any separation in the vessel, and therefore the ship would seem to be prima faoie justified in delivering any oats to the first comer, : if willing, to. receive them. Nevertheless, it'is the duty of the ship to deliver tharighfgoods. to the right persons, and I think the ship ought to take some pains at the commencement of tho voyage to know the nature of the cargo, and.to Have a reliable stowage plan or manifest. So also the Bhip ought at the end of the voyage, in case of doubt, to make inquiry as to-the precise goods whiohthe bill of lading holder is.entitled to.'-.ln this case .the >judge thought that the shipowners ■ could have doneso|' : and-were not excused.
