When the Eastern and Australian Company's steamer Empire left port this afternoon, a launch was seen manoeuvring in her vicinity, southward from Sydney Heads. Tho launch entered tho Headß to-night, shepherded by the Customs authorities, who boarded her up tho harbour, seized the vessel, and arrested all on board.
