In tho absence of a Federal law of libel an almost forgotten Federal statute, of 1825, covering "offences in places ceded to the United States by a State,)' has been invoked for the prosecution 'of the "World" under the New York State law,, inasmuch as the alleged libel with' regard, to the Panama Canal was published within the military preservations at West Point and Governor's Island; hence the evidence deals with publioity there.
[West Point is the United States Military Academy and Governor's Island is a fortified port in New York Harbour. The Federal Government is prosecuting for libel in connection with the Panama Canal charges, detailed last Tuesday.]
