The Naval Committee of tho United States House of Representatives recommends the appropriation of only 29 million dollars for naval construction; two, not four, gigantio battleships; and proposes to reduce the dumber of gigantio battleships proposed by the Governmont from four to two. \ The programme was tho work of the new Secretary to the Navy, Mr. Newborry. who proposed a total'rote of 75 million dollars, Last year Congress ,out down Prt sident Roosevelt's four-battleship programme by half, »nd now history threatens to repeat itself. One of the latest comparisons of naval BtTenrth plaeei Great Britain first, United States second, and Germany third. In the battleship division the "points" are calculated as follow,—Britain, 537; Unitod States, 347; Germany, 332.
