Mr. Haldano, Secretary of State for War, speaking at Gullane, in Haddingtonshire,, claimed that it was not an unsatisfactory state of affairs that 207,000 out of the 313,000 Territorials required had beon enrolled in nine months; , If Britain were threatened with' invasion, said Mr. Haldano, ho was sure the Territorial Army would fill up rapidly. Anyhow, a force of 5527,000 regular, reserves, and territorials would he available to moot invaders.
