It is now announced that the Japanese , Foreign Office considors tliit the dismissal by the Manohu party ,of the Chinoso Grand Councillor, Yuan Shih-Kai, is likely to prove a disturbing factor in tho Chinese situation. Tho officials at Washington believe that tho tension is somewhat relaxed since Liang-tiing-yeng has been appointed Minister for Foreign Affairs.
