Mr. Dealrin, Federal Prime Minister, has tabled a memorandum with referenco to tho new protection. Parliament, it states, will be asked to submit a referendum to givo ijffect thereto. Briefly, tho proposal is to enable the Commonwealth to control wages and labour conditions by imposing excise duties, these duties not to be levied when the stipulated wages and labour conditions are observed.
