In the House • of Commons tho Government's amendment to Clause 3 of the 'Licensing Bill was adopted by a majority of 160. It provides for a, two-thirds majority for local veto purposes, after the end of the time-limit within which compensation is payable. As was stated on October 17, this means 'hat general local option is to be on the basis uf a two-thirds majority, instead of a bare majority. Local option as to new licenses, exercisable up to tho end of the time-limit (which is at present 14 years), iB by a bare majority.
