NAVY REGULATIONS.

GiiristciiUi'c!i, October 21. .A sailor chargcd this morning at Lvtt-elton with evading the import duty on a pair of boots explained to Mr. Russell, Crosni Pro-' secutor, that men-of-warsmen are 110 longer compelled by tho regulations to wear no other clothes than their uniform. ' That used to be tho case, ho said, but tho Admiralty regulations bad beer, changed lately. For years men had bcou in tho habit of changing their clothes ashore and_ appearing as civilians without any complaints ' being made by their officers, and now tho. regulation itself had been altered. It was stilt impossible for a navy man to wear anything but his uniform on board, and that" w'us proscribed throughout, so that it would be out of tho question to wear, for instance, tan boots. It was, therefore, customary to bring a civilian kit ashore, and change in some convenient placc.
