OBSTINACY OF BULGARIA.
THE SEIZED RAILWAY. WILL NOT APPROACH TURKEY. ,'(Rec. October 18, 4.20 p.m.) Sofia, October 17. Bulgaria, replying to Germany and Austria, declined to seek Turkey's consont to her negotiating with the company owning the seized Orient railway with a view to compensating tho company.
At the samo time, Bulgaria has again informed the Powers of her pacific disposition.
ORDER IN CONSTANTINOPLE. LYNCHERS ARRESTED. ■ (Rec. October 18, 4.20 p.m.) Constantinople, October 17. Twenty experienced gendarmerie officers at Saloniki have been summoned to Constantinople for police duty there, owing to tile untrustworthiness of the Yildiz Palace troops on the occasion of the lynching of a Greek gardener, and to prevent a recurrence of disorder.Fifteen of the lynchers have been arrested. THE BOYCOTT. EFFECT ON AUSTRIAN COMMERCE. Constantinople, October 16. The Turkish boycott is paralysing Austrian commorce. Thirty of tho Austrian Lloyd steamers are unable to load or unload. Turks, Albanians, Greoks, and even gipsies are all actively hostile to' Austria. M. ISVOLSKY. LEAVES FOR PARIS AND BERLIN. London, October 16. M. Isvolsky, Russian Minister for Foreign Affairs, has left London to visit Paris and Berlin.
