The Shali's reply to the Anglo-Russian Note, requiring evidence that ho will uphold the Constitution and convene a now Parliament, is unsatisfactory. The Shah declines to renew the Constitution until the revolt has been subdued in the province of Azerbaijan, the capital of which, Tabriz, has, under Sata Khan, been holding out strongly against tho Shah's forces.
