Correspondence with regard to the conditions of the German mail subsidy to tho Nord Deutscher Lloyd was published in London a few weeks ago). From this.it appears that tho contract entered into in 1898, which terminates in ;1914, remains in force, the law passed this ■year with.regard to tho New Guinea services being supplementary. Article 26 of the 1898 contract authorises the Imperial Chancellor to .exclude agricultural products competing with German agricultural products of a similar kind from being imported by German mail steamships to German, Dutch, or Belgian ports. This, however, does not apply to the service between New Guinea and Australia, aud tho explanatory memorandum to. the Subsidy. Bill states .that, although endeavours are made to extend the utmost consideration to tho Mother Country in covering the requirements of the colony, this principle cannot be carried out in every instance, owing to tho long distance from Germany, as some products would deteriorate, -while others, such as wood for building, salt, etc., would not stand the expense.' The net result is that German New Guinea is left'free to a!vail itself of the German steamere to obtain supplies from Australia. THE PACIFIC OCEAN CARRYING TRADE. , Some time ago our cables informed us that American and Canadian .railroad companies had decided to relinquish their Pacific Ocean carrying. traie, but there was-some doubt as to tho reason for this step (says , an Australian, exchange). At tho timo a good deal of local interest was . aroused on the subject, and; many .speculations were indulged in as to the motive that had actuated the companies in making this move. It now seems (according to •" Bradstreet's") that: — " It' is. stated' that this determination is tho direct result ,of a recent ruling by the Interstate Commerce Commission requiring that in the publication of freight rates on Oriental shipments the transcontinental railroad chargos shall be- stated separately from the Pacific Ocean rates. It is also understood that the difficulty in competing with the Japanese lines is also another factor in the matter, as Japanese steamships are operated' at ,a much smaller comparative cost. This! deprives tho American lines of profit, and as long as a year ago, it will be recalled, Mr. James J. Hill, of -the Great Northern Railway, stated this to be the case, and also announced, when one of his largest steamers was wrecked, that it would not pay to replace it. The Gorman steamship lines operating on tho Pacific have in their annual reports voiced the same complaint, and actually transferred some of their vessels from that service." Mr. Boss, chief officer of the Mokoia, left for the South last night for orders. Captain George Lacey, late of the Narna, has been appointed to the command of tho •Wairuna. Captain Burgess has taken command of the Kaiapoi, relieving Captain Dawson, who has gone to Aucklhnd to assumo charge of the Waipori, which is to bo engaged in tho Ifaipara timber trade. Captain E. Stott, who has been in command of tho Aparima in the Calcutta-New Zealand trado for some years past, has resigned from tho sorvice of tho Union Steam Ship Company, after being connected with tho company for 18 years. It is understood that Captain Stott will join the Maoriland Steamship Company.
