o— — BUDGETARY DISPUTE. (BY IELEGItirn—PRESS ASSOCIATION—COPYBIQ [IT.) Berlin, September 17. At the Social Democratic Congress being held at Nuremberg, in Bavaria, at which there are fifteen thousand delegates, a fierce debate is proceeding between Herr Bebel (Leader of the, Social Democrats in the Reichstag) and Southern Germans. The latter threatened .that if tlio party controversy arising out of the executive's resolution is made a trial of strength they will let things take their course. \ Previous advices stated that the executive had introduced a resolution blaming the Socialists in the Diets of Wurterufcurg, Baden, and Bavaria for voting Budgets in those States which' favoured the wealthy classes.
