Identical British and Russian Notos havo .been presented to the Shah of Persia. The} omphasise the disturbances and the consequent danger to the lives and property of foreigners at Tabriz, and urgently recommend tho issue at the earliest possible moment of the promised proclamation relating to tho elections, with a view to reassuring the people regarding the Royal determination to maintain tho Constitution and to summon a now Mejliss (Parliament) to meet in the middlo of November. Britain and Russia have pressed this subject on the Shall!before. On June 28 tliey suggested to tho Shall' that lie should issue a proclamation announcing that lie did not dosire to abolish the Constitution. The Shah gave full assurances to that effect. Subsequently, he received some deputies and expressed regret at the anarchy which prevailed, and issued writs for tho election, of a parliament. Ho promised to convene tho now Parliament within three months, and not to abate the constitutional concessions that he has already accorded. In a subsequent rescript ho announced tho dissolution of the present Parliament, and added that "upright, pious,, and patriotic deputies will bo elected three months hence."
