September 9, 11.17 p.m.) Morocco, September 9. : Dr. Vassel (the German Consul at Tangier who was. first among European diplomats to proceed to Hulai Hafid's court) informed a mooting of notables at Alcazar that Mulai Hafid could rely upon the whole-hearted cooperation of Gormany. She meant to see the integrity of the country maintained, and to help him out of his present difficulties.
