SENILE COMMANDERS.
Another sensational criticism of the American army was made on June 27 at a gathering of tho National Guard at Pino Camp, New York State, by Major 0. E. Woodruff, of the Modical Corps. Ho doclared that, speaking with medical knowledge, ho knew that senility was tho bano of tho American army, and tho infusion of now blood was imperative to prevent the United States being placed in a dangerous position in case tho army were called on for activo service. Tho record of tho SpanishAmerican war, ho said, showed that the operations. were rife with mistakes, duo entirely to tho senility of tho commanders. Yet, in spite of tho object-lesson provided by that campaign, everything progressive produced by tho brains of young men was irowned upon by tho_ War Department. Ho contended that in order to remedy the present stqto of affairs, and to make tho American cffectivo and up-to-date, officers should retire at tho ago of fiffcy-fivo instead of at sixty-two, as at present.
