Recent changes in the Sultan's advisers have tended to place British influences in the ascendant. Said Pasha (the new Grand Vizier) and Kiamil Pasha (who has been appointed Minister without portfolio) were a few years ago in such disfavour that Great Britain extracted from the Sultan a guarantee of their safety, without which they would have been unable to remain'in Turkey. An irade (proclamation signed by the Sultan's own hand) has been issued at Constantinople granting an amnesty to political prisoners, abolishing censorship, and the secret police. The promulgation of a constitution has relioved tho tension, but the peoplo are apathetic, and there ore no manifestations of public satisfaction. "SAVED FROM DISRUPTION." UNIQUE IRADE. TJie public of Stamboul (i.e., Constantinople, particularly the older Turkish portion of tho town) is awakening to the fact that the constitution decreed by the Sultan is seriously meant, and is realising that its establishment has saved the Empire from disruption. The peoplo flocked to Yildiz Kiosk and cheered the Sultan. One procession numbered ten thousand.' Every section of tho population participates in tho rejoicings. The Sultan's rescript declares that tho wrong condition of things previously prevailing was the result of tho constitution not being enforced, but he rejoices that he is now able to apply it. The Sultan hopes that the peoplo will, co-operate with tho Parliament, in assisting the Government and tho Sovereign. Router reports that a striking characteristic of 'the processions that visited the Sultan's Alinisters and acclaimed the dccrees was that tho people mado tho Ministers swear fidelity to tho. constitution. . Mussulmans and Christians are fraternising in their rejoicings over the now constitution, at Monastic Uskub, and Salonika. Cairo, July 27. The Egyptian Nationalist organs express a hope that Turkey's constitution will help tho establishment of a constitution in Egypt. r
