London, July 14. ■ Sir' 0. A. Spring-Rice resigned the position of British • Minister at Teheran on tho ground of ill-health. ', Sir C. A. Spring-Rice, who has been British Minister to Persia sinco 1900, had previously been, at different times, Secretary at Brussels, Washington, Tokio,. Berlin, and Constantinople. The new Minister is Mr. G. H. Barclay, who has been Acting-Minister at Constantinople. ;
