He warned the Governnient.that Tariff Reform was making, headway, and that it was difficult to oppose the- taxation of manufactures while the. duties on tea and sugar were retained. ' : j r i ; ! The present Government, in its last Budget, reduced the'sugar duty by half, from approximately Jd.'to approximately jd. per lb. Mr. Snowuen sooks to reduce tho tea duty from sd. to 3d. per lb. ■ .
