A REORGANISING DECREE. (BT TEiEOBAPH—'PBESS ASSOCIATION—COPYEIGHT.) Rome, July 7. ' Tho Vatican lias issued a decree reorganising tho different congregations. Great Britain, Canada, Holland, and tlie United States aro removed from tho jurisdiction of tho Congregation of tho Propaganda, and are thus no longer considered missionary lands. Considerable modifications have been made in rogard to other congregations, and a new congregation has been created for regulating disciplino relating to the Sacraments, including tho Sacrament of Marriage
