Born on Juno 13, 1868, Henry Arthur Cadogan, Viscount Chelsea,"'has been. cut off at forty. The eldest son -of-the fifth Earl Cado.gan (now 68 years of age), Viscount Chelsea formerly sat in the House of Commons, as a Conservative for Bury St".' Edmunds.
