The question in effcct,\vas as to whether .tho University Council had power, under tho will to use part of the money'for teaching and part for scholarships'. His.Horiour'.'exprossed tho opinion that .the details were within tho discretion of the Council-so long as they complied with the main provision, and ho said that he was not inclined to fetter that discretion. seeing that the testator had left it unfettered, but as the matter is of importance His\ Honour promised to consider the mattor further and supply a .writtoll memorandum embodying his opinion.
