Tohoran is in a state of cxcitement owing to ail arbitrary action which has been taken by tho Shall., Mohammed Ali. Aftor summoning the notabilities to Bagshax, outside Teheran, tlio Shah arrested tho following reform loaders: —Wilar-ed-Dowloli, Ali-ed-Dowleh, and Sardar-shan-Mansur. Tho Shah then appointed Hagib-od-Dowloh, a notorious reactionary, Governor of Tohoran, which has thrown the capital into a state of panic. Tho Shah is increasing his forces in Teheran hourly.
